Quick answer

PF (Provident Fund) registration is made with the Employees’ Provident Fund Organisation (EPFO) through the Shram Suvidha / EPFO employer portal. It is mandatory once an establishment has 20 or more employees, and smaller employers can register voluntarily. Employer and employee each normally contribute 12% of wages.

Overview

What you need to know about PF Registration for Employers (EPFO)

The Employees’ Provident Funds and Miscellaneous Provisions Act, 1952 generally applies to covered establishments employing 20 or more persons. Notified coverage, establishment type, connected units and eligible voluntary coverage must also be considered.

The standard contribution rate is 12% each for employer and employee on applicable PF wages, subject to statutory wage-ceiling rules and exceptions. The employer share is allocated between EPF and EPS as applicable, with separate charges where required.

Registration support covers establishment details, employee records and authorised signatory setup. Monthly Electronic Challan-cum-Return, or ECR, and contributions are generally due by the 15th of the following month.

Is this for you?

Who needs this and when

Under the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952, establishments in covered industries with 20 or more employees must register with EPFO. Employees with basic wages up to ₹15,000 a month must be enrolled, and employees who earn more can be enrolled too. Companies, firms, shops and factories commonly fall within the Act.

Employers with fewer than 20 employees can register voluntarily, with the consent of the employer and the majority of employees. PF gives workers retirement savings, a pension scheme and insurance cover under the EDLI scheme. Registration is also often needed to tender for contracts, and for compliance in vendor audits. A mistake in registration can lead to damages and interest, so check the rules that apply to you.

Avoid delays

Common mistakes to avoid

  • Not counting all employees, including contract workers, when you check the threshold of 20. Missing this can lead to registration being treated as late.
  • Starting contributions without UANs and KYC for employees. Aadhaar and bank seeding are required for the ECR and for claims.
  • Depositing the PF after the 15th of the following month. Delay brings interest and damages, and it can lead to an inspection.
  • Using the wrong wage base. Wages for PF can include more than just basic pay, so ask for advice before you design the salary structure.
  • Forgetting to report employees who leave. Exit dates must be updated so the employee can withdraw or transfer the balance.

Next steps

After it’s done: staying compliant

After you receive your establishment code, enrol every eligible employee, create their UANs and start monthly contributions. The Electronic Challan cum Return (ECR) and payment are normally due by the 15th of the next month. Keep wage registers, challans and ECR copies, as EPFO can inspect your records.

When employees join or leave, update the portal promptly so their balances move correctly. Give them their UAN and let them know how to check their passbook. If you receive an inquiry or a damages notice, reply with records and proof of payment. A professional can help you correct past mistakes before they turn into penalties.

FAQs

Frequently asked questions

Is registration compulsory at 20 employees?

The Act generally covers qualifying establishments employing 20 or more persons. Coverage can also arise through notifications or voluntary application. Count and establishment coverage require a factual review, including relevant contract labour.

Must every employee contribute 12% of their full salary?

No. Contributions depend on statutory PF wages, membership status, the ₹15,000 monthly wage ceiling and applicable options or exceptions. Employees already enrolled do not ordinarily cease membership merely because wages increase.

When must monthly ECR and payment be completed?

ECR filing and contribution payment are generally due by the 15th of the following month. Any specific notified relief should be checked rather than assumed.

Can we stop compliance if headcount falls below 20?

An establishment that has become covered generally remains covered even if its employee count later falls below the threshold.

What are the consequences of late payment?

Delayed contributions can attract interest under section 7Q and damages under section 14B, along with recovery action and possible prosecution in serious cases. Rates and treatment depend on the applicable period and orders.

Does a newly incorporated company need another PF registration?

First check whether an EPFO code was already generated through the incorporation process. A duplicate application should be avoided; contribution duties depend on actual coverage and employee eligibility.

  • Smaller employers can register voluntarily.
